Oscar Noveda graduated from Philippine Merchant Marine Academy in 1978 with a Bachelor of Science in Marine Transportation (BSMT) and a Third Mates License. Oscar sailed for eight years as Third Officer on board Bulk Carriers, Petroleum Product Carriers and VLCC Tankers, Second Officer for seven years on Bulk Carriers and VLCC Tankers. Chief Officer for nine years on Bulk Carriers and VLCC Tankers prior to moving ashore in 2004. Oscar worked as Cargo Inspector for two years at SGS and Intertek Caleb Brett before joining Duncan Shoemaker & Associates in March 2007.
